历史、文化与中国的海军外交

海军外交指使用有限的海军力量服务于国家对外政策的行为,是各大强国武力使用的重要方式。然而中国有关军事力量和海军力量的传统文化不同于欧洲,重视非武力手段,轻视海军,并且在动用武力时要求更高的道德合法性。经过长期受侵害的近代史影响,中国改变了轻视海军的文化,但仍然坚持以道德合法性作为动用武力的前提,因而表现出与其它大国不同的行为。

History,Culture and China＇s Naval Diplomacy

Naval diplomacy, refer to limited naval force as the instrument of foreign policy, is frequently applied by the main powers. However, as one of the main powers, China has a different cultural tradition which called for high moral legitimacy before the threat of force. As a consequence of the modern history, China began to develop its navy seriously. But the use of naval force is still restricted by moral legitimacy, resulted in the unique behavior of China.
