铁路／轨道交通在新型城镇化及大都市时空形态优化中的作用

铁路/轨道交通的发展已成为我国大城市实现新型城镇化的重要战略,是进一步发挥城市集聚经济优势的关键,也是突破在已有城市效率边界的前提下克服大城市病、促进社会公平、优化城市土地利用和城市时空形态的关键。要重视在时间距离、可达性、时空转换能力以及时空结构等基础上建立城市交通与城市形态分析框架,改变原来就交通谈交通、就铁路谈铁路的思路,通过相应技术、组织与体制的手段努力提高城市的时空转换能力与时空转换效率。新型城镇化已经对铁路发展提出了若干新的要求,铁路需要树立新观念,更好地为城市服务,更好地推进城市化进程;城市也要更加自觉地和更好地利用铁路,尽可能实现多赢。

Functions of Railway/Rail Transit in New Urbanization and Optimization of Metropolis Time_Spacial Form

The development of railway/rail transit has become a vital strategy in the realization of new urbanization in China and a key for making the best of the urban agglomeration economy .It is also a crucial factor for overcoming urban disease ,promoting social justice and optimizing land_use and time_space form in cities while breaking the current efficiency boundary of cities .It is im-portant to establish an analytical framework of urban transport and urban morphology based on the time_distance ,accessibility ,the capability of time_space conversion and time_space structure , to change the traditional view of dealing with railway and transport for their own sake ,in the hope of improving the ability and efficiency of time_space conversion by means of relevant technol-ogy ,organization and system .The new urbanization has put forward some new requirements for railway development .On the one hand ,we need to set new concepts of railways so as to provide better services for the city and to advance the process of urbanization ;on the other hand ,we should make better use of railway in the city to achieve a win_win situation .
