人口迁移有利于西部地区获得急需的人力资源、促成产业的转换与就业的增加和观念的更新。但由于东西部的地区间收入和生活舒适程度都存在巨大的差别 ,在吸引劳动力、特别是在吸引高科技人才方面 ,西部处于不利的地位。提高西部所需行业的收入会在一定程度上补偿不利环境的影响。改变那些与生活条件有关的因素 ,如交通基础设施的建设、生态环境的保护和开发 ,以及管理体制的改变都是西部吸引人力资源的途径

On the Strategies of Migration in the Development of Western China

Migration will provide the human resources needed in the development of western China. It can promote the industrial transition and increase new employment. However, because the huge regional differences in income and living conditions between the western areas and eastern areas, the western areas have disadvantages in attracting laborers, especially high-tech laborers. Increase in the wages of the occupations in urgent need may compensate the poor living conditions in the western areas. Changes in the factors related to living conditions, such as the improvement of transportations, recovering ecological conditions and changes in the system of management are the measures to attract human resources for the western areas.
