“六个衔接”: 全面落实陆海统筹的创新思维和重要举措

国家海洋局刘赐贵局长在2011年全国海洋工作会议报告中提出的"六个衔接",从我国海域和陆域经济与社会各个领域快速发展中诸多问题和迫切需求出发,以创新的思维提出陆海统筹中定位、规划、布局、资源、环境和防灾六个方面应相衔接,包括了经济发展、综合管理、资源开发、发展理念等不同维度的思考,蕴含了陆海全面发展、协调发展、均衡发展、可持续发展的科学发展观,是对我国认识海洋和开发利用海洋已有成果的概括和总结,亦是陆海统筹本质的体现和内涵的深化。

“Six Connections":Comprehensively Implement the Land-Ocean Over-all-planned Creative Ideology and Important Measures

In the year of 2011,director Liu Cigui of State Oceanic Administration of P.R.C.proposed in the report on the National Oceanic Work with creative ideology that originate from the sea-area and land-area economics and myriads of problems and urgencies of first priority in many rapidly-developed fields of society,make the six respects of regulation,programming,development,resources,environment and disaster-prevention inter-connected in the macroscopic pattern of creativity in land-sea coordination,including economic development,comprehensive management,tap resources and development ideology undergone different dimensions of pondering.Director Liu’s report also deeply implies different aspects of idea of Scientific Development:land-sea comprehensive development,coordinated development,balanced development and sustainable development.The report is an outline and sum up for us to know the oceans and make use of the fruits of sea exploration and utilization we have already had.The report is also an essential embodiment and deepening of connotation of the land-sea coordinated development and management of the oceans.
