Tsarist Russia had a strong desire to expanse the empire. The use of force was Russia's traditional policy of big waters. But in the middle of the 19th century to the early twentieth century, there were three major wars, in which Tsarist Russia both had ended in failure. To explore the reasons for its failure, the geopolitical environment form the impact of the expansion of Russia at sea, the Russia Navy's offshore development, and Russia diplomatic strategy are three aspects of the underlying causes of failure by Tsarist Russia.
