| 摘 要： | WTO政府采购协议是“富人”之间的游戏规则 ,更注重保护发达国家的利益 ,中国加入 WTO时不宜同时加入该协议。但加入 WTO带给中国经济的影响 ,要求中国迅速建立和完善与国际接轨的政府采购法律制度 ,以保护民族产业和调控社会经济。在 WTO环境下 ,中国政府采购法的适用范围应尽可能宽泛 ,管理体制应采用强有力的财政部门负责制

| Abstract: | The WTO Agreement on Government Procurement is a sort of game rules among riches, which pay more attention to protect developed countries' profits. Although China should not join this agreement at the same time, China should establish and improve Government Procurement Law system as soon as possible to protect state property and regulate social economy. In WTO environment, Chinese Government Procurement Law should have wide applicable scopes with a strong reinforcement mechanism. |
