Abstract:In the essay the writer has divided the competence education in teachers colleges into three stages, i.e. the trial and error stage, the preliminary stage and the promulgation stage. Approaching from the cognitive, practical and effectual perspectives, he has put forward some experiences and achievement in the practice.
