| 摘 要： | 市场规制是市场经济条件下政府管理教育产业的重要手段和方式,然而在运用这种手段和方式的过程中,往往存在着＂规制失灵＂现象。教育产业市场规制中存在四种＂规制失灵＂现象,激励规制和放松规制是政府对教育产业市场规制改革的主要方向,可通过特许投标制度、区域竞争制度、社会契约制度三种方式实现教育产业的规制改革。

| Abstract: | Market regulating is an important means and way for government to administrate the education industry,while market failure always lies in it.There exists a phenomenon of four types of ＂regulation failures＂ in education market,and the inspiration regulation and deregulation will be the main direction for government reforming the educational industry regulating.The regulation reform of education industry can be realized by the franchise bidding regulation,the regional competitive system and the contract and system of social science. |
