| 摘 要： | 本文针对城市社区自治与基层民主发展这一深层视点,研究了发达国家和地区与中国广东城市社区建设与基层民主建设的基本特征,并对发达国家和地区与中国广东城市社区自治的两种先进模式进行比较,指出民主和自治是城市基层社会管理的发展方向。

| Abstract: | Focusing on the in-depth view on urban communities' self-governance and grass-root democracy, the article researches the essential characteristics of community construction and grass-root democratic construc- tion in developed countries (regions) and in Guangdong, China. It also reveals that democracy and self-gover- nance are the development orientation of urban grass-root social administration. |
