影响农村土地流转的原因及其有效途径探讨

运用比较分析法、归纳分析法和文献资料法等方法,对中国农村土地流转动因进行分析认为:制度变迁的推动、社会经济的发展与经济主体的利己选择是加速我国农村土地流转的重要原因;现行的农村土地制度的不完善与流转过程的不规范、农业生产比较利益的低下与交易成本的居高不下阻碍了农村土地的有序流转;在赋予农民长期稳定的土地使用权的基础上,明确土地的财产权、加强政府管理与形成多样有效的土地规模化利用模式,对促进我国农村土地流转具有重要意义。

Causes and Effective Way on the Influence of Circulation of Rural Land in China

By using methods of comparison,methods of induction and methods of document,this paper analyzes the causes of circulation of rural land in China.The results showed that promotion of changing systems,social and economic development and choice beneficial to the economic subjects are attributive to the acceleration of the circulation of rural land in China.The current system of rural land is imperfect and the process of circulation is not standard.Moreover,low comparative benefits in agricultural production as well as high costs of transaction also hinder the smooth circulation of rural land.Therefore,it is of great importance to grant farmers long-term and steady authorities of land use,confirm the property rights of land and strengthen the governmental supervision and form diversified,effective as well as standard patterns of use.All of these have a great significance on the promotion of the circulation of land in the countryside of China.
