论难民国际保护的基本原则

根据1951年日内瓦公约及1967年纽约协定，难民本质上是因为政治、种族、宗教、战争、环境等原因被迫逃离本国或经常居住国而流亡到其他国家的人。难民问题是当今世界各国必须面对的严峻而现实的社会问题，也是涉及人权和国家主权的重要国际问题。为了保护难民权利，联合国和其他国际组织通过各种国际性或区域性文件为难民保护制定了一些基本原则，以促进国际社会对难民问题的关注。
