阜蒙县新老农村社会养老保险对接机制构建分析

对已实施老农保的阜蒙县而言，在新农保试点过程中需要政府的制度供给和财力支持；也需要广大农民经济承受力的提高；更需要正确处理新老农村社会养老保险间的衔接、过渡问题。通过建立新老农村社会养老保险对接机制，即养老模式的对接机制、筹资方式的对接机制、经办机构、管理信息系统的对接机制，实现新老农保的有效对接与平稳过渡，充分利用已有社会保障资源，降低新农保的制度实施成本，建立与农村经济发展水平相适应、满足农民养老需求的新型农村社会养老保险制度。
