大力加强公共文化服务体系建设的战略思考

建立公共文化服务体系是全面建设小康社会、构建社会主义和谐社会的必然要求,是维护好、实现好、发展好人民群众基本文化权益的主要途径。政府应从“以人为本、面向基层、服务群众”的角度出发,积极探索公共文化体系建设的新途径与方式方法,以更好地满足人民群众对日益增长文化需求。

On the strategic thinking of constructing the public cultural service system

Establishing the public cultural service system is the necessary requirement of building a well-off society in an all-round way and constructing a harmonious socialist society. It is also the main means of safeguarding,accomplishing,developing the masses’ basic cultural rights and interests. From the perspectives of “being man-oriented”,“being grassroots-oriented” and “serving the masses”,governments are supposed to actively explore new ways and methods of constructing the public cultural system,so as to meet better the increasing cultural needs of the masses.
