Focusing on the Economic System Reform to Promote the Comprehensively Deepening Reform--an Understanding of ＂The Decision on Major Issues Concerning the Comprehensively Deepening Reform＂of the Third Plenary Session of the 18th CPC Central Committee

Economic reform is the focus of comprehensive reform. Holding to and improving the basic e-conomic regime is the foundation of the socialist market economy system; speeding up the perfection of mod- em market system is the basis for market＇s playing a＂decisive＂role; accelerating the transformation of govern-ment function is the intrinsic requirement for taking advantage of the socialist market economy system; reform- ing the fiscal and tax system is the key war of the comprehensively deepening reforms; strengthening urban- rural development integration is the major problem in building a comprehensive well-off society and acceler- ating socialist modernization; building an open economy is the necessary requirement of the ＂opening up to promote reform＂; reforms on employment system, income distribution and social security system are the impor-tant contents of the economic and social system reforms; a comprehensive system is to be established, featur-ing the strictest rules to protect the ecological system.
