梯度理论及其在我国中部崛起战略实践中的综合应用

自上世纪70年代中期梯度理论产生至今,先后经历了静态梯度推移理论、动态梯度推移理论、反梯度推移理论和广义梯度推移理论四个发展阶段的演变。其中,每一个发展阶段都是对前一个阶段理论中缺陷的否定和修正,因而,每一个新理论阶段的出现,都使这一理论更趋合理和完善。当前,在“中部崛起”发展战略中,遵循扬长避短的宗旨,综合运用梯度推移理论中的精华,予中部地区以客观、科学的定位,积极培育增长极、大力疏通扩散渠道、有效限制回程效应,并以此为中心,界定地方政府的职责、建立人尽其才机制、为民营经济的发展清道修渠,不仅对促进中部地区经济的快速提升,而且对我国总体经济的协调发展无疑都是十分重要的。

The Grads Theory and Its Application in China Central Section''''s Development

Since the appearance of the grads theory,it experienced four development phases,the static grads process theory,the dynamic grads process theory,the inverse grads process theory and the generalized grads process theory.Thereinto,each development phase is the negation and modification of the shortcomings of former phase.Thus,the appearance of each new phase has made this theory more logical and perfect. Currently,in the development tactics of the central region of China,we should apply the distillate of the grads process theory,give the objective and right orientation of the central region,cultivate developing apices,control backhaul domino effect,ascertain the responsibilities of the local government,build the mechanism which helps to exert the capacity of people,and clear the way for the development of nongovernmental business.All of the measures mentioned above are very important both to the quick upgrade of the Central Region's economy and to the concerted development of the economy of China.
