| 摘 要： | 不同国家或同一国家在不同经济发展阶段的汇率政策取向是不同的,这源于政府出于本国利益考虑的均衡汇率期望。固定汇率制与伸缩汇率制难以形成单一均衡汇率的事实,曾致使许多国家采取外汇管制措施。外汇管制与汇率均衡之间存在着相关性,从政府实施外汇管制是为了平衡国际收支、保住平价、防止通货膨胀和维护国内政策的独立自主性等目的来考察,政府是理性经济人;但基于政府在外汇管制和实现汇率均衡中的决策有时是出于经济性和非经济性的混合原因,对政府决策行为的定性分析就必须围绕政府面对特定事件时的决策动机、偏好和效用函数来进行。也就是说,应当把外汇管制、汇率均衡与政府决策行为放置于同一框架来研究。
