社会管理体制的困境及其未来框架建构

随着经济社会的发展,社会管理环境发生了深刻变化。当前,以维稳型、管制型、单向型和补救型为特征的社会管理体制与社会化、多元化、信息化、动态化的社会发展趋势不相适应。社会管理创新必须摒弃纯粹的"技术"或"工具"路径,理性选择"法治"或"制度"路径。为此,未来社会管理体制框架建构应以社会管理理念更新和准确定位为前提,以社会管理制度和管理机制优化为基础,以社会管理主体多元化及有效参与为关键,以社会管理方式信息化、多样化和人性化为重点。同时,从宏观层面和法治高度对社会管理制度进行"顶层设计",实现制度间的相互匹配和相互增强,推动社会管理发展,实现民生幸福。

System Dilemma in Social Management and Its Future Reconstruction

Due to economic social development,the social management situation has changed a lot.Nowadays,the traditional social management system,which is steady,controlling,single and residual,does not match the social development,which is social,diverse,information-based and dynamic.Those ideas,that consider social management as a technique and tool to force people to obey the governors instead of the law and regulations,should be abandoned.So the social management reconstruction should take the process of idea innovation and regeneration as standpoint,system and management optimization as foundation,subject diverse and effective participation as key,style information-based,diverse and human nature as stress.In the view of macro angle and legislation,the social management system should be fundamentally redesigned so as to strengthen the interaction within institutions,enhance the development of our society and realize the harmony of our society.
