简论"十五"期间杭州市历史文化资源的保护和利用

在城市现代化的进程中,新城的建设与传统的遗存发生激烈的碰撞。如何保护好城市的历史文化?“十五”期间,国家历史文化名城杭州从“旧城改造”的遗憾中总结经验,通过加快城市发展,加强对历史文化资源的保护利用,抓好“历史文化普查”和“编制规划”两个关键,通过政府增加投入,结合西湖、运河环境保护,积极挖掘、保护历史文化景观;在城市道路整治中,把历史文化“碎片”串珠成链;大力发展博物馆事业;致力于考古发掘,获取显著成果等举措,使名城的历史文化再度辉煌。“人间天堂”再展丰采。事实证明,只要坚持科学发展观,城市的现代化发展和保护历史文化遗产这一对矛盾是可以统一的,是可以相辅相成、获得共赢的。

Hangzhou,the state-class famous historical and cultural city,has summed up experience from the regrets in transforming the old city.During the period of the tenth five-year plan,to speed up the development of the city,it is imperative to strengthen the protection and use of the historical and cultural resources,grasp the two important keys of "making a general investigation of history and culture" and "working out a plan",increase the governmental input,actively excavate and protect historical and cultural scenery while protecting the environment of the West Lake and the Canal,link up the historical and cultural fragments when repairing the urban streets,strive for the development of museums,and remain committed to archaeological excavation.Marking achievements scored above have enabled the history and culture of the famous city to become brilliant again and the "paradise on earth" to display its fine qualities.Facts show that,so far as the view of scientific development is adhered to,the contradiction between the modernized development of the city and the protection of historical and cultural legacy can be unified and complement each other.It is possible to have a victory for both aspects.
