| 摘 要： | 国际组织具有国际法律人格、权利义务对等原则、国际法律秩序稳定的需要等构成了国际组织承担法律责任的法理依据;国际组织的决议、国际条约、国际习惯(司法判例)等是国际组织法律责任制度的主要法律渊源;法律责任一般是由国际组织与其成员国分担的。

| Abstract: | The foundation of international organizations' taking on the legal obligation is its international law personality, the equivalent principle of rights and obligations, the requirement of stability in international law order. What makes the source of legal obligation system for the international organization is the resolution of international organization,international treaty, international convention and so on. Legal responsibility should be taken by the international organizations and their members. |
