森林资源管理的行政许可证制度研究

合理开发利用森林资源是全球可持续发展战略的重要组成部分。随着经济的发展与生态环境的日益恶化,森林资源的管理日益重要。笔者从政府的经济性管制和社会性管制两个方面来讨论林业管理的行政许可证制度问题,并根据森林经营和林业产权的特点,提出进一步建立和完善林业管理的行政许可证制度,通过森林采伐限额、林权证、碳排放许可证、排污许可证等制度的建立,实现林业可持续发展。

A Research on Administrative License System of Forestry Management

To develop and utilize the forest resources reasonably is a significant part of global sustainable development strategy.With the deterioration of ecological environment resulted from economy development,forestry management has become more and more important.This paper makes a study on administrative license system of forestry management from the aspect of governmental control over economy and society.It holds that the administrative license system of forestry management can be improved through the setting of rules concerning forest harvest limitation,forest property right license,carbon emission license and drainage license.
