新公共管理的兴起及其适用度分析

新公共管理,作为不同于传统公共行政的一种新形式、新途径,开创了公共行政理论研究的新范式。但同时我们必须认识到,任何思想理论的产生及发挥作用都必须依赖于一定的社会土壤,如果人们一味地吹捧新公共管理模式,而不对其加以反思,必然会错置公共管理的核心价值。处于行政体制改革中的我国,必须用现实性的眼光理性的审视和借鉴西方的新公共管理理论,积极塑造具有适应性的公共行政管理模式。

Analysis on New Public Management and its Applicability

As a new form and a new route which is different from traditional public administration,new public management creates a new situation of public administration paradigm.Any theory which wants to appear and exert an influence depends on certain social conditions.If we brag about new public management all the time,but don't introspect,we will misunderstand its value.In terms of China's administration,we must use the experience of western new public management for reference from our realistic perspective,and create a public administration mode which is based on Chinese charactercstics.
