城乡统筹视角的重庆市农村土地流转制度探索

土地资源是人类生产和生活的物质基础。随着社会的不断进步，过去的土地制度已经不再适用于今天。在“三农”问题被提上议事日程之际，农村土地的使用制度显得越来越重要，重庆市作为全国统筹城乡综合配套改革试验区，各区县在农村土地流转方面作了一些有益的尝试，农村土地市场已经形成，然而国家相关法律、法规的模糊使得农村土地流转管理不规范，并由此带来了一些问题。因此，如何使农村土地流转向合理化、规范化、合法化方向发展，已成为急需解决的现实问题。
