发达国家取消农产品出口补贴及海南农业的应对措施

海南是有着500多万农业人口的大省，拥有得天独厚的热带农业资源，热带高效农业一直是海南省的优势产业。2005年WTO部长级会议在香港达成了《香港宣言》，发达国家承诺在2013年底前取消农业出口补贴。海南省应充分利用这一时机，根据WTO农业规则允许的条件，加强政府的国内支持力度，借助政府力量积极保护本国农业，实施促进农业出口的各项措施以增强我国农产品的国际竞争力，以带动本省经济的发展。

On Agricultural Export Subsidy Abrogation by Developed Countries and the Counter Measures of Hainan Agriculture

Hainan,a big province with an agricultural population more than 5 million,has advantageous tropical agricultural resources,and high-efficiency tropical agriculture has been Hainan province’s superior industry.In 2005,the WTO ministerial-level conference achieved Hong Kong Manifesto in Hong Kong,and developed countries promised to call off agriculture export subsidies before the end of 2013.Hainan should use this opportunity fully,according to the conditions permitted in WTO agriculture rule,to strengthen government’s domestic support policy,to protect national agriculture actively in virtue of the aid from government,to carry out various measures to boost agricultural export,to enhance the world competitiveness of its agricultural products,and eventually to push on Hainan economic development.
