| 摘 要： | 网络“公民性”社会资本的发展，对法治秩序有很大的促进作用，但是与此同时，在其发展过程中也出现了一些非理性因素，对伦理秩序和法治秩序产生了一些消极影响。因此，必须对其进行必要的规制，从而充分发挥其对法治秩序的重要支撑作用，推进民主和法治进程。

| Abstract: | Currently,the development of "civility" social capital in web-age has prodigious enhancement to legal order.Nevertheless,there are some non-rational factors in "civility" social capital in web age,which then restrain and impact ethic order and legal order.Thereby,it is necessary to regulate it,and sequentially make it play its full function of holding legal order,and advancing the course of democracy and nomocracy. |
