| 摘 要： | 民国时期,主政新疆的杨增新面对近邻俄国政权的更迭与俄国内战对新疆造成的巨大冲击与影响,在中央政权无暇西顾、地方各省断绝协饷接济的困境下,与苏(俄)展开积极交涉,在维护新疆领土及主权完整的同时,挽回了一系列权利.本文从国际法的角度,对杨增新的成功外交作一积极探讨与研究. |

| Abstract: | During the Republic of China, Yang Zengxin, governor of Xinjiang, facing the tremendous impact and influence upon Xinjiang as a result of the power change in the neighboring country of Russia and Russian civil wars as well as lack of attention from the central government and want of coordination in economic assistance in the provinces, carried out active negotiations with USSR, thus saving a set of rights in safeguarding Xinjiang's territory and sovereign integrity. From the perspective of international law, it makes active exploration and study concerning Yan Zengxin's successful diplomacy. |
