Industrial cluster is the successful pattern of economic development.In order to give the problem an overall and deep theoretical explanation that industrial cluster can effectively lower cost and accelerate innovation,the inner mechanism of synergic effect of industrial cluster is profoundly analyzed by applying the theory and method of classical economics,new classical economics,system economics and using investigation data collected on the spot.The theoretical reason is uncovered that industrial cluster has a function of lowering cost and accelerating innovation at the angle of systematic synergic effect.Industrial cluster is a regional economic system.It has four synergic effects which include labor-divisional synergy,systematic synergy,aggregate synergy and competitive synergy.The meaning of the four synergic effects is respectively in turn that high degree of specialization leads to an increasing returns,optimized transactional system raises market efficiency,the strength reducing cost comes from external economy and cost difference creates competitive advantage.The comprehensive influence of all kinds of synergic effects decides that industrial cluster can effectively lower cost and promote innovation.
