小康社会与社会保障制度建设

党的十六大提出了全面建设小康社会的目标。小康社会不仅有经济的指标,而且有社会的、政治的、文化的指标,健全的社会保障制度应是全面建设小康社会的应有之义。改革开放后,我国的社会保障制度建设取得了一些成绩,但还存在一些问题,如二元化的社会保障制度的存在,地区发展不平衡,社会保障法制不健全,社会保险基金征收基数不实、来源不稳定等。在全面建设小康社会时期,必须加快社会保障立法进程,多渠道筹集和积累社会保障基金,积极推进农村社会保障制度建设。

Although some achievements have been made in the construction of the social security system in China since she adopted the reform and opening-up policy, problems still exist, such as duality of the social security system, regional imbalance in development, imperfections of the legal system, inaccurate base for the collection of social insurance funds and unreliability of the source of such funds. So it is imperative, in the period of building a well-off society in an all-round way, to speed up legalization of social security, raise and accumulate social security funds from various channels and actively build the social security system in the countryside.
