| 摘 要： | 营造良好的法制环境是西部大开发战略顺利实施的基本保证,但良好法制环境的营造,尽管需要全社会的共同努力,仍需要政府在其中承担起相应的责任,才能使法制环境真正呈现出良好状态.本文从实际出发,对西部地方政府在营造法制环境中的主要责任进行分析,以促进西部开发的顺利进行,同时加快政府成为责任政府的进程.
