"2020后"河北省燕山-太行山片区文化扶贫体系研究

当前扶贫攻坚战阶段性任务即将告一段落,燕山-太行山片区的“2020后”减贫战略定位和治理体系如何确定,思考“2020后”的减贫战略方向和工作重心的变化趋势,文化扶贫不失为一条可持续发展道路,燕山-太行山片区的扶贫应以文化扶贫为抓手,剖析文化扶贫与乡村振兴的多角度、深层次关系,从文化本源重新认知扶贫文化和扶贫文化体系,为乡村振兴注入新内涵。在发展路径上,应构建经济化扶贫、产业化扶贫、市场化扶贫、文化化扶贫、“文化+”扶贫、精准化扶贫等方面的河北省燕山-太行山片区文化扶贫可持续发展路径。

Research on the development path of the "After 2020" cultural poverty alleviation system in the Yanshan-Taihang Mountain Area in Hebei Province

At present, the staged task of poverty alleviation is being accomplishedsoon. But, how shall we define the "after 2020" poverty reduction strategy positioning and the governance system for the Yanshan-Taihang Mountainous area? Concerning the variation tendencies in the direction and priority of the "after 2020" poverty reduction strategy, cultural poverty alleviation can be regarded as an appropriate path for sustainable development. To perform well in the poverty alleviation in the Yanshan-Taihang Mountain area, by analyzing the multi-dimensional and in-depth relationships between poverty alleviation and the rural revitalization and by re-identifying both the poverty alleviation culture and its system from the perspective of cultural origin, we need to highlight cultural poverty alleviation, and thus eventually add some fresh content into the cause of rural revitalization. In terms of development path, we should consider to build a sustainable development path for the cultural poverty alleviation in the Yanshan -Taihang Mountain area in the Hebei Province, which integrates such different patterns of economic, industrialized, market based, cultural, "culture+" poverty alleviation as well as accurate poverty alleviation.
