实现基本公共服务均等化的有效途径探索——诸城市农村社区建设个案思考

缩小区域发展差距，必须注重实现基本公共服务均等化。公共服务均等化是政府要为社会公众提供基本的、在不同阶段具有不同标准的、最终大致均等的公共物品和公共服务。尽管当前城乡基本公共服务存在许多问题，但也面临着十分难得的发展机遇和条件，总体上已具备了缩小城乡差距和贫富差距，实现基本公共服务均等化的基础与条件。山东省诸城市对农村社区建设的相关规定及实践，为实现基本公共服务均等化提供了范例。

A Probe into the Effective Approaches to the Realization of Basic Public Services: Reflections on the Construction of Rural Community in Zhucheng

To reduce the regional development gap,it is essential to emphasize the realization of equalization of basic public services.This equalization means that the government is to provide the public with basic public goods and public services that have different standards at different stages but will finally be equalized.Nowadays,public services are faced with precious opportunities and advantages and have basically become mature to reduce the gap between the rural and the urban area and the disparity between the poor and the rich,although there are still lots of problems on basic public service.Zhucheng municipal government of Shandong province has set a good example for the realization of the equalization of basic public service through some regulations and practice regarding the community construction in rural area.
