全球化和信息化的发展,在国际关系和外交领域中引发了一场新的革命,以推动观念、心灵和价值观为目标的一种新的外交方式———公众外交获得了前所未有的发展。经济、政治、文化不同的国家在开展公众外交方面各有不同的特点,本文回顾近年来西方各国公众外交的政策及活动,对这些国家公众外交的特征和差异进行了归纳和比较,希望对发展中国家开展公众外交提供一些借鉴。

Comparison of Public Diplomacy in Western Countries

Public diplomacy, a new diplomatic method with the goal of promoting concept, and value system and winning hearts and minds, has experienced unprecedented development. Different countries have different characteristics in public diplomacy. This paper divides Western countries into two groups, and compares large countries such as America and the United Kingdom with small or medium-sized countries such as Canada and Norway. Some advice for the developing countries is proposed in the end.
