| 摘 要： | 建设社会主义新农村,首要任务是发展生产、振兴农村经济,这是发展壮大县域经济带动新农村建设的根本依据。同时,新农村建设提出了不同于以往农村经济的新要求,赋予农村经济新的内涵,从而进一步凸现了以县域为单位而不是以乡村为单位发展农村经济的必要性。县域经济是工业经济与农业经济的交汇点,也是宏观经济与微观经济的衔接处。整个国民经济的总量及其增长速度,在很大程度上取决于县域经济的发展状况。由于自然地理和经济社会诸因素叠加的影响,临河地区经济发展存在比较明显的不利因素。而如何尽快缩小差距,使临河地区的经济发展赶上内蒙古自治区的步伐,积极响应十六大关于壮大县域经济的号召,是当前必需解决的问题。
