| 摘 要： | 认为实施西部大开发必须走一条以技术创新为依托的新路子.为此,必须加快选择实施对全局有影响的重大项目;深化科技体制改革和推动科研组织体系优化,实现科技资源的最佳配置;发挥区域科技优势,加快发展高技术产业,形成具有特色的区域开发模式.

| Abstract: | In order to carry out the policy of the Westren development,We must take a new road supported by technical innovation. Hence,We wust select some major programs which will affect the overall situation as soon as possible.We should deepen the reporm of thd system of science and technology and promote the optimization of the organization of the scientific research and realize the best allocation of the scientific resources. We should give play to strong points of the regional technology and speed up the development of the high tech industries so as to establish the mode of the regional development with its characteristics. |
