高校家庭经济困难学生认定研究

现行贫困生认定工作在认定标准、认定机构、认定程序、认定依据等方面存在一些问题,例如假贫困生现象、贫困生申请材料虚假、学校评议方式不完善、学生心理不平衡、一票否决的以偏概全等。针对问题,提出了量化贫困生认定标准;完善认定方法,建立科学认定机制;动态管理贫困生信息;增强社会诚信意识,加强贫困生诚信教育等相应的改进措施。

Study on the Determination of Financially Difficult College Students

There are problems in the determination of financially difficult college students,especially in the criteria,authorities,procedures and the regulations.As a result,some of the determined students are actually not financially difficult;some have faked materials;the determination by the school authorities has defect;some students are confused and some cases are wrongly vetoed.In this respect,some measures are put forward to solve these problems,including the quantification of criteria,the perfection of determining methods,the dynamic collection of information,and the further enhancement of moral education,especially the integrity.
