“丝绸之路经济带”沿线区域金融发展能力研究——以西北五省(区)为例

金融支持是推动“丝绸之路经济带”战略实施的关键保障，而金融发展能力的提升则是充分发挥金融支持功能的基本前提。本文以“丝绸之路经济带”国内西北段沿线五省(区)为分析对象，选取衡量省域金融发展能力的35项指标构建相应的综合评价体系，采用主成分分析模型研究和评价沿线各省金融发展能力。研究结果发现:尽管西北五省(区)金融整体发展能力依然较弱，但陕西和新疆的金融发展能力相对西北地区其他三省(区)处于较高水平，而处于中等水平的甘肃的金融发展能力与前两个省份相比还有较大差距，宁夏和青海则相对排名靠后；五省(区)金融发展能力受其经济发展程度、金融行业规模与效率以及其他因素的影响显著，并且各自的影响效应大小不尽相同。这就要求在“丝绸之路经济带”建设中发挥向西开放重要功能的西北地区，亟需通过加强金融基础设施建设力度、优化金融产业结构、强化区域金融合作以及改革创新区域金融发展等诸多措施，合力促进区域金融自我发展能力的提升，最终为“丝绸之路经济带”建设提供强有力的金融支持。

On the Capacities for the Financial Development of Regions Along "The Silk Road Economic Belt":A Case Study of the Five Northwestern Provinces

Financial support is the key guarantee for promoting the strategic implementation of " The Silk Road Economic Belt", while the promotion of financial development capability is the basic premise to fully exert the function of financial supports. This thesis takes the five domestic northwestern provinces along "The Silk Road Economic Belt" as the analytic objects, then selects 35 targets which can measure the capabilities for the financial development within provinces, so as to construct the corresponding system of comprehensive assessment. Meanwhile, it adopts the study model of principal component analysis and evaluate the financial development capabilities of provinces along the route. The research finds out that the overall financial development capacities of the five northwestern provinces are still weak. However, compared with the other three provinces, the financial development capacities of Shanxi and Xinjiang remain at a high level. Yet there is still a huge gap between Gansu which is at the medium level and the former two provinces in terms of financial development capability. And Ningxia and Qinghai are relatively lower ranking. The financial development capacities of the five northwestern provinces are significantly influenced by their economic development levels, their financial industry's scale and efficiency and other factors. Meanwhile, the influential effects of those factors differ a lot. Hence, the cases above require that we should play northwestern regions' important roles as a window of westward opening-up under the construction of the "The Silk Road Economic Belt" and take the measures of strengthening the financial infrastructure construction, optimizing the structure of financial industry, reinforcing the regional-financial cooperation and reforming the financial development of innovation regions, so as to jointly improve the self-development capacities of the regional finances. In this way, strong financial supports can be provided for the construction of " The Silk Road Economic Belt".
