农村社会养老保险存在的问题及对策

我国农村社会养老保险初具规模,但与农村社会需求和发展相比还远远不够,主要表现在保险覆盖面小、水平偏低,基金储存面临风险、保值增值困难,缺乏法律保障、可操作性不强,资金筹集与使用渠道不畅。各级政府尤其是地方政府应根据社会主义市场经济发展要求,结合当地农村现实社会经济条件,合理制定农村社会养老保险政策,积极、稳步推进农村社会养老保险;加大宣传力度,强化农民的养老保险意识;加大财政扶持力度,为农村社会养老保险提供充足的基本保障基金。相关职能部门要完善农村社会养老保险基金管理结构,加强基金监管力度,拓宽基金保值增值业务。在现阶段乃至以后较长时期内,家庭养老仍将发挥重要作用,土地仍是农村老年人口的基本生活保障,实行家庭养老、土地保障与社会保险相结合的养老模式为较好的选择。

Problem and Solution: the Rural Social Old-age Insurance

The rural social old-age insurance has begun to take shape in China,but it is far from meeting the rural social demand and adapting to the rural social development.Governments at all levels,especially the local ones,are suggested to establish a reasonable policy for the rural social old-age insurance,and push forward the rural social old-age insurance in an active and steady way,according to the development need of the socialist market economy and in view of the social and economic conditions of the local rural society,reinforce the momentum of publicity and strengthen farmers＇ consciousness of old-age insurance,and reinforce the momentum of financial support and provide adequate basic guarantee fund for the rural social old-age insurance.Related functional departments are proposed to perfect the fund-managing structure of the rural social old-age insurance,strengthen the supervision over the fund and broaden the business of the inflation-proofing and appreciation of the fund.The family-based old-age care will still play an important role in the rural old-age care because land still serves as basic life security for the rural elderly population.Therefore,it is considered as a better choice to practice the old-age care mode that combines the family-based old-age care,land security and social insurance.
