民生视野的“重庆实践”

民生是一个发展的概念。现代意义上的民生不局限于当前所需要解决的诸如教育、劳动、就业、医疗、住房等问题，更涵盖了与之关联的人们生存与发展所应当具有的权利，乃至于价值层面的公平正义，即“作为权利的民生”和“作为价值的民生”。近年来，重庆市将保障和改善民生作为一切工作的出发点和落脚点，探索出了一条以民生为导向的经济社会发展路子。以民生助发展、以民生促和谐、以制度保民生、以幸福感测民生，或许是重庆民生实践带给我们的最大启示。

Chongqing Practice in the View of the People’ s Livelihood

The people’s livelihood is a development concept.The modern sense of the people’s livelihood is not only limited to the issues need to be dealt with currently,such as education,labor,employment,medical care,housing and so on,but also covers the relative right that people should have for their survival and development and even the fairness and justice in the value dimension,which means"the people’s livelihood as a right"and"the people’s livelihood as value".In recent years,Chongqing takes the protection and improvement of the people’s livelihood as the starting point and foothold of all the work,has explored an economic and social developing path oriented by the people’ s livelihood.It may be the biggest inspiration the Chongqing practice brings to us that to facilitate the development by the people’ s livelihood,to promote harmony by the people’ s livelihood,to protect the people’ s livelihood by the institution,and to feel the people’ s livelihood by the happiness.
