京津冀区域大气污染联防联控问题研究

近年来,酸雨、雾霾、光化学烟雾等区域性复合型大气污染现象频发,给人们的生活和健康带来了极大的危害。环境问题已成为制约京津冀区域经济社会可持续发展的重要瓶颈,解决区域发展与大气环境恶化之间的矛盾势在必行。因此,面对京津冀区域复合型大气污染问题,应立足于京津冀区域整体发展的视角,从建立合理的区域主体机构、信息共享和监测机制、科技平台、"五个统一"工作机制、保障机制等方面建立京津冀区域大气污染区域联防联控机制。

In recent years, regional and complex air pollution has brought great harm to people＇s life and health, like frequent acid rain, haze, photochemical smog and soon.The environment problem has become the bottleneck of the Beijing Tianjin Hebei regional sustainable development, and it is imperative to solve the contradiction between regional development and environmental deterioration. Therefore, in the face of regional and complex air pollution in Beijing Tianjin Hebei, we should be based on the regional development perspective, from the establishment of reasonable regional management, information sharing and the monitoring mechanism, technology platform, “five unification”working mechanism, security mechanism, to establish the mechanisms in Beijing Tianjin Hebei regional atmospheric pollution control and joint.
