农民增收的制度创新与路径选择

新制度经济认为制度作为经济增长的内生变量 ,制度安排是经济发展的主要动力 ,制度创新是经济不断增长的保证。在现阶段农业发展中 ,由于受到一系列制度性因素的约束 ,农民收入水平低、增长速度缓慢。在农村经济进入新的发展阶段之时 ,必须通过对农业制度的创新 ,消除妨碍农民收入水平和收入增长速度提高的制度约束 ,从根本上解决农民收入问题。

New system economy considers system as the internal variable of economic growth and believes that system arrangement is the main dynamic of economic development and system innovation is the guarantee for steady economic growth. Restrained by a series of institutional factors in agriculture development at the present stage,the peasant's income is poor and the growth rate is slow. When the rural economy enters a new developing stage,innovation must be made in agricultural system to get rid of the institutional hindering peasant's income level and income growth rate so as to solve the peasant's income problem fundamentally.
