城市流浪乞讨人员救助管理视角下的社会治安防控

城市流浪乞讨人员救助管理制度是社会治安防控的积极手段。流浪乞讨群体职业乞讨严重,且时常以非法操控乞讨、明讨暗偷、欺诈强讨等恶性手段组织乞讨活动,具有隐藏性高、侵害性大、组织性强、区域性明显、流动性频繁的特点,对社会治安构成严重威胁。为此,必须进一步完善救助管理制度,建设统一救助管理网络,培育社会救助力量,加强救助机构人才资源建设,以增强社会治安防控的主动性、系统性,形成广泛的参与机制,提升社会治安的防控能力。
