非政府组织关注受艾滋病影响儿童的支持机制研究

艾滋病流行日益严重,受到了全社会的高度关注,非政府组织利用自身独特优势参与其中并发挥了重要作用。由于制度设计障碍、沟通不畅、内部失灵等原因,导致某些区域资源救助过分集中,甚至出现争夺"艾滋病市场"现象,而疫情严重或边远地区需关怀对象却少有人关注。在针对因艾滋病受影响儿童的救助主体日益多元的今天,建立NGO政策性支持机制,使NGO实现科学管理与良性运行发挥最大支持作用具有重要现实意义。

Research on NGO Policy Support Mechanism for Carin~ for AIDS -Affected Children

Nowadays, the AIDS epidemic has become more and more serious, and has attracted a high degree of social con- cern. Non -governmental organizations （NGO） take their own advantages to participate and play an important role in the AIDS prevention and controL. Because of system design obstacles, poor communication and internal function failure, problems arise like excessive concentration of assistance resources and even ＂the market for AIDS＂ in certain regions, while the subjects who are serious in epidemic or live in remote areas receive less attention. Therefore, in the current situation when AIDS - affected children assistance subjects grow diverse, the establishment of NGO policy support mechanism has important realistic signifi- cance, in order for NGO to play their maximum role and to realize their scientific management and sound running.
