论依法治国和以德治国相结合的理论与实践

以江泽民同志为核心的党的第三代领导集体,批判地吸收了我国传统治理国家的经验,赋予“德治”以新的内涵,阐述了依法治国与以德治国的辩证关系,把依法治国与以德治国相结合作为治国方略提出来,深化了对执政规律的认识,丰富了无产阶级政党的治国理论。对实施这一治国方略进行了探讨。
