武陵山片区城乡居民基本养老保险筹资机制研究

科学的筹资机制的建立，是武陵山片区城乡居民基本养老保险健康运行的前提保证。而科学筹资机制的建立，必须综合考虑当地的经济发展水平、财政实力、居民的收入以及养老文化的思想基础。只有通过严谨论证和切实反复的调研，才能提出的筹资原则、确定合理的标准、主体、渠道及方式。从理论上，需做好以下几方面的工作：一是走内涵式发展道路，加快新型城镇化建设。二是坚持城乡居民基本养老保险筹资的强制性、经济性、适度原则。三是大力进行城乡居民基本养老保险政策宣传，提高居民的参保意识。

Research on the Funding Mechanism of Basic Endowment Insurance for Urban and Rural Residents in Wuling Mountainous Areas

Scientific funding mechanism is the premise for the healthy running of the basic endowment insurance for the urban and rural residents in Wuling mountainous areas.However,the establishment of a scientific funding mechanism should be based on the local economic development level,financial strength,residents’ income,and the idea of provision for the aged.Only by rigorous arguments and repeated investigations can the funding principle as well as reasonable standard,subject,channels,and ways be properly proposed.Theoretically,importance should be given to the following aspects：firstly,the connotative type of development should be adopted,and the new type of urbanization quickened;secondly,the principle of coerciveness,economical efficiency,and moderation should be taken into consideration;and thirdly,policy publicity and the residents’ sense of insurance should be promoted.
