摘    要:
考核本身是为了提升组织的效率,但是考核的实践结果与考核制度本身存在非常紧密的关系。本文认为,制度是考核得以产生效率的基础,并就科研—教学双轨评优案例进行了深入剖析。

Abstract:
The aim of achievement assessment is to upgrade organization's efficiencies, but the assessment result has a close relationship with the system itself. In this paper, a researching-teaching-double-assessment-model is given a thorough analysis and the system is considered as the basis on which the organization high efficiency is built.
