| 摘 要： | 新修订的《证券法》在我国证券监管理念和监管体制的市场化改革上没有任何突破。按照《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》和WTO关于各成员国政府应减少对市场的行政干预,以充分发挥市场机制作用的要求,我国证券监管应当树立市场化的监管理念,这包括以备案制为核心的事后监管理念,以安全监管不妨碍发挥证券市场效率最大化,一切从提高证券市场效率为根本目标的效率监管理念和以节约监管成本,提高监管有效性的有效监管理念。

| Abstract: | Newly-revised Securities Law hardly breaks through about securities supervision ideals and system of China.WTO is an international organization that is based on the market economy system of all members.It requests that the governments of all members should reduce the administration intervention of the market to exert the function of the market mechanism.So the ideals of the securities supervision should be the market ideals in our country.The market ideals of the securities supervision should include the after-event supervision,efficiency supervision and availability supervision. |
