西部地区人才政策外部效应及对策分析

摘    要:人才是实现西部大开发战略目标的最重要因素之一,为此,国家和西部地方政府制定了许多优惠的人才政策。然而,这些公共政策在极大促进西部人才开发的同时,也带来了一些不容忽视的外部负效应。矫正这些外部负效应已迫在眉睫,本文为此提出了相应的对策和建议。

Abstract:The talent is the significant factor in the West Ex- ploiture strategy, therefore, the central government and the local governments have worked out many favorable talent policies. Having analyzing those policies, this article thinks that those policies have brought in some external negative effects, although they have greatly improved the talent exploiture in the west of China. In the end, this article puts forward some relative counter- measures and suggestions.
