随着全球能源价格的不断上涨与海上战略通道的构建,国际社会围绕北极展开激烈的争夺。2009年俄罗斯公布了其首部关于开发俄属北极地区的纲领性文件,文件所展示的不仅是北极开发的主要内容,更重要的是反映了俄罗斯对这一地区特殊的利益关注以及在北极争夺中抢占先机的志向。但是,资金不足、经济结构不合理、地区发展不平衡是影响俄罗斯北极战略实施的制约因素。如果这些问题能够得到很好的解决,那么北极的开发将为俄罗斯经济发展提供强大后劲,从而进一步提升俄罗斯的国际影响力。

Along with the constant rise of the global energy prices and the construction of maritime strategy passage, the international community has begun fierce competition around the north pole,. In 2009, Russia announced its first programmatic document on the development of the Arctic subordinated to Russia, the document shows not only is the main content of the Arctic development, more important is to reflect Russia＇s attention on the special interests of this region and its ambition of taking the initiative in the Arctic fight. However, the shortage of funds, unreasonable economic structure and imbalance of regional development are the restricting factors affecting the implementation of the Russian Arctic strategy. If these problems can be solved very well, the Arctic development will provide strong stamina for Russian economic development, so as to further enhance the international influence of Russia.
