With Steady improvement of strategical theory of enterprise's running capitals and unceasing deepening of practice many problems which are not found easily have emerged graducally.Such problems are shown extrenely in adjustment for state-owned property right,in manirulation of counpany annex and rearrangement and in coordination between developing strategy of state enterprises and inner managing system.If the problem can not be solved sooner,they may directly influence business management,further final target of our country's economic development and the basic profit of national economic operation.
