低碳经济：国外的经验启示与中国的发展

低碳经济是继循环经济之后,又一种对资源环境更为有利的经济发展模式。通过对发达国家在低碳经济发展方面经验的总结,得出环保目标明确、管理体制完善、多种手段引导、注重国际合作、重视技术研发等是发达国家发展低碳经济的特点。据此,结合我国现实,提出应当做好制度、法律、技术、教育等四个方面的工作,以推动低碳经济在中国的发展。

Experience & Enlightenment of Foreign Countries and China's Development of Low-carbon Economy

After circular economy,low-carbon economy is a new economical development model, which is more favorable to resources and environment. Through summarizing the experience of developed countries, we know the characteristics of their low-carbon economy ： clear environment protection object, perfect management mechanism, guiding by many kinds of means, more attention to international cooperation and technology research. According to this, combing with China＇ s reality,we should pay more attention to four aspects：system,law,technology and education to promote the development of low-carbon economy in China.
