新疆农民增收的问题与对策

新疆农民收入增长缓慢、徘徊不前 ,比全国平均水平低 ,而且城乡间、地区间收入差距过大。产业结构及产品结构不合理 ,农民素质差 ,市场化组织度低 ,资源性制约及生产资料涨价 ,工农产品价格剪刀差扩大等是造成这一现状的主要原因。根据国家及自治区农业发展战略及产业结构调整的总体思路 ,该文提出增加新疆农民收入应该 :依据资源优势发展特色农业 ;优化区域布局推进农业产业化 ;加快农业企业化、市场化进程 ;发展优质、安全的绿色农业 ;重构农业经营主体、适度规模化经营 ;以生态建设构筑绿洲农业屏障 ;改革流通体制、完善农产品市场体系 ;切实减轻农民负担、提高农民素质等具体对策及建议

Problems and Countermeasures for the Income Increasing of Farmers in Xinjiang

The income increasing speed of farmers in Xinjiang is lower than the national average level. The income increasing gap between urban citizen and rural farmers is very big. The main reasons are as follows: the unreasonable industry structure and product structure, the lower quality of farmers, and the lower degree of marketalization, the restrict of resources, the increase of material production price, and the extention of scissors price between industrial and agricultural productions, and so on. According to the developmental strategy of agriculture and the structure adjustment thinking of industry in the state and Xinjiang autonomous region, this paper puts forward some countermeasures and suggestions to increasing income of farmers in Xinjiang. They are as follows: developing the special agriculture according to the resources advantage, getting better region layout to push forward the agricultural industrialization, quickening the speed of industrialization and marketalization development, developing the high quality and saving green agriculture, rebuilding the management body of agriculture, and improving appropriate scale management, developing the oasis agriculture, reforming circulation system, perfecting the market system of agricultural production, and alleviating the burden of farmers.
